New York is the bustling capital of the global economy due to it being the origin of steam technology and is divided into five Dragon enclaves. At the head of these clans are witches who have great affinity for magic known as mothers. Over the years, however, a witch's power wanes and she must be replaced. A tournament within the clan is held to find the best young witch who absorbs the power of the other young witches. The mother then passes on the clan's magical heirloom to the winner, and with it their power. At the age of 11, the youngest ever, Kiyomi became the mother of the Manhattimus enclave, the richest enclave in New York due to it being the center of steam technology. Signifying the importance of both magic and technology to the enclave is their heirloom, a robotic right arm.

At the age of 18 all enclave mothers must bear children by the Enclave's dragon and is required to remain faithful to the dragon for the rest of her life. This presents a problem to her as she is a raging nymphomaniac who enjoys the company of women.
